Abstract:
Census 2000 tract data for selected demographic characteristics to model and rank relative exposure to natural hazards among highly vulnerable populations as well as total population in Jefferson County, Kentucky.
Purpose:
This data was developed for use in performing population risk assessment as part of the Louisville Metro Natural Hazards Mitigation Plan. The ability of certain populations to respond and recover from the impacts of natural hazard events varies greatly with socio-economic factors.  Louisville Metro's social vulnerability was modeled at census tract level using Census 2000 Summary File 1 (SF1) 100-Percent Data and Summary File 3 (SF3) Detailed Tables.  These data were used to evaluate and rank nine potential indicators of social vulnerability, including: persons in poverty, families with single female head of household, renters, persons on disability assistance, non-English-speaking, persons without vehicles, persons 65 years and older, households on public assistance, and residents of manufactured housing. The total number/count for each variable was classified on a 1-5 (low-to-high) vulnerability scale using the Natural Breaks (Jenks) method within ArcGIS. The ranks for each variable were totalled to produce an overall vulnerability score. The overall vulnerability scores were then classified using Natural Breaks (Jenks) method to produce a social vulnerability rank for each census tract.
Also included in this data are rankings of total tract population vulnerability classified on a 1-5 (low-to-high) vulnerability scale using the Natural Breaks (Jenks) method within ArcGIS.
Supplemental information:
Tract boundaries have been adjusted to align with the more accurate 1:1200 LOJIC mapping. LOJIC makes no expression that the boundary adjustments supercede official 2000 U.S. Census Tract boundaries. Tract boundaries in this data have not been reviewed or approved by the U.S. Census Bureau.

Description: This metadata is displayed using the FGDC Plus Stylesheet, which is an XSL template that can be used with ArcGIS software to display metadata. It displays metadata elements defined in the Content Standard for Digital Geospatial Metadata (CSDGM) - aka FGDC Standard, the ESRI Profile of CSDGM, the Biological Data Profile of CSDGM, and the Shoreline Data Profile of CSDGM. CSDGM is the US Federal Metadata standard. The Federal Geographic Data Committee originally adopted the CSDGM in 1994 and revised it in 1998. According to Executive Order 12096 all Federal agencies are ordered to use this standard to document geospatial data created as of January, 1995. The standard is often referred to as the FGDC Metadata Standard and has been implemented beyond the federal level with State and local governments adopting the metadata standard as well. The Biological Data Profile broadens the application of the CSDGM so that it is more easily applied to biological data that are not explicitly geographic (laboratory results, field notes, specimen collections, research reports) but can be associated with a geographic location. Includes taxonomical vocabulary. The Shoreline Data Profile addresses variability in the definition and mapping of shorelines by providing a standardized set of terms and data elements required to support metadata for shoreline and coastal data sets. The FGDC Plus Stylesheet includes the Dublin Core Metadata Element Set. It supports W3C DOM compatible browsers such as IE7, IE6, Netscape 7, and Mozilla Firefox. It is in the public domain and may be freely used, modified, and redistributed. It is provided "AS-IS" without warranty or technical support.
